Board of Directors

The Wyoming Congressional Award Council is managed by a biparitisan board of directors from various Wyoming counties.  The board meets biannually and manages all affairs of the state council.  The board is responsible for organizing, funding and operating the Wyoming Congressional Award program under operating procedures and guidelines established by the Congressional Award Foundation and National Board of Directors.

Kelly Pascal-Gould

Sheridan, WY

Kelly Pascal Gould has been the Sheridan County Chairperson for the Wyoming Congressional Award Council since 2012. In addition to her involvement in the Council, she runs Pascal Public Relations, sits on the historic Wyo Theatre board and is actively involved in her children's education and extra-curricular activities. In her free time she plays women's hockey and is an active crossfit enthusiast.

Floyd Esquibel

Cheyenne, WY

Floyd has been a member of the board for 12 years. He is retired and is involved with service organizations such as Kiwanis, HOPE, Wyoming Health Council and Magic City Enterprises. Floyd's goal as a board member is to get more young people involved, especially at-risk youth. His most rewarding experience related to WCAC is seeing the participants earn their medals. Floyd's favorite place is the library and he enjoys gardening. He has a wife, Jackie; children Stephanie, Marty, Jacqueline and Noelle; and six grandchildren. Floyd is inspired by his daughter Stephanie as she has run with the bulls and is devoted to her son who has a variety of physical, mental and medical difficulties.

Daulton Grube

Rock Springs, WY

Daulton is a recent addition to the Board of Directors. A Bronze, Silver and Gold Congressional Award Medal alumni, Daulton brings a youthful perspective to the program. He is currently a student at the University of Wyoming pursuing a pre-med degree.

Kendall Hartman

Sheridan, WY

Kendall served as a staff assistant to Senator Malcolm Wallop and was instrumental in the passage of The Congressional Award Act. Providing over thirty years experience, Kendall was the national director at one time and now resides in Sheridan with her husband, Joseph. She enjoys her dogs, gardening, reading, yoga and collecting contemporary American craft.

Dianne Kirkbride

Cheyenne, WY

Dianne has served on the Wyoming Congressional Award Board of Directors for ten years serving much of that time as the board president. She works with many youth as an advisor and works as a staff assistant to Senator Mike Enzi. Dianne has three children and twelve grandchildren. She hopes to see the program grow in areas where there has been no activity to date.

Greg Schaefer

Gillette, WY

Greg has served on the Congressional Award Board of Directors for more than 15 years. He is the Vice President of External Affairs of Western Operations at Arch Coal in Gillette and lives with his wife Lori. Greg has two children and two grandchildren and enjoys fishing, golfing, traveling and spending time with his family. He also serves with the Campbell County Higher Education Foundation, Wyoming Mining Association,Wyoming Business Alliance and the University of Wyoming College of Engineering National Advisory Board.

Bob Tarantola

Casper, WY

Bob joined the board 24 years ago when he was asked to serve by U.S. Senator Malcolm Wallop. He is self-employed as a government affairs consultant. Bob is a member of several service organizations including Raising Readers in Wyoming Advisory Council, Wyoming Taxpayers Association Board and the Wyoming Capitol Club. His most rewarding experience related to WCAC is watching the high number of Wyoming youth who have earned medals through the program. Bob has a wife, Carol and a daughter Kristi. Bob liked to boat, fish, golf and ride motorcycles.
